Rant
Volunteer responding to your concern. Waze is definitely not perfect, and never will be, but I've been volunteering my time to make it better in this area. If you would be willing to provide some details about your experience maybe I can help, or at least tell you a bit about how Waze works (or doesn't work). What exactly went wrong? Where did you start, where were you going, and what app behavior would have been better?
