Fixing URs and MPs
From somewhere in the wiki:
If you find something which indeed needs fixing (disconnected street, bad TR, etc), do so and mark Solved. (Just make sure you're not undoing a recent change to the map which may not yet be reflected in imagery or street view, as one editor did to a recent carefully researched change of mine)
If you find something explainable, but for which nothing can be changed on the map, such as lost GPS signal in hills/tall buildings, or Frequently Ignored routing to an alley, etc. mark Not Identified.

The 15 MPH rule
It appears that in Colorado, for Colorado state highways, when going from a faster speed limit to a slower one, the maximum it is allowed to lower at a time is 15 MPH. For example, if the traffic engineer wants to lower the speed limit from 65 MPH to 35 MPH (maybe because it is entering a town, or there are steep curves ahead) the speed limit must first go down from 65 MPH to 50 MPH, and then again from 50 MPH to 35 MPH. I have only rarely seen exceptions to this rule.
In a similar rule, I have seen that the advisory signs (The yellow diamonds) can only be 15 MPH less than the speed limit (again, there might be exceptions). For example, on a 50 MPH stretch of road, the lowest an advisory sign should be is 35 MPH.
