Waze uses two different banks of servers. One for the USA http://www.waze.com and one for the Rest Of The World http://world.waze.com . These can have problems independently of each other, so please specify which one you use when reporting any issues.
In theory when you go to http://www.waze.com it should automatically switch you to the correct server but this does not always work. This leads to confusions as Cartouche maps and Dashboard points do not show. So if you are in the Rest Of The World, go directly to http://world.waze.com
