High Occupancy Vehicle (HOV)

Intro

Waze has HOV routing! This feature puts Waze out in front of the other navigation systems, but we need to know how to properly configure the map for a great user routing experience. There are a lot of considerations for getting all the options included, so please take your time and read it through the entire article prior to editing. If you have questions, then please reach out to your State Manager or Regional Coordinator and we’ll get you some help.

Definitions

HOV

HOV – High Occupancy Vehicle. Has more than one person in the vehicle. It is often posted with a number after the acronym; HOV-2 or HOV2+. The number specifies the number of people to meet the HOV requirements; ex. HOV-3 means that three or more people need to be in the vehicle.

HOT

HOT – High Occupancy Toll. This is a combination of toll road and HOV. Sometimes called “Lexus Lanes” since people can buy their way onto roads with less congestion. Electronic toll roads often require a special transponder set to HOV which broadcasts the car meets the requirements so that the toll is not charged.

Express Lanes

Express Lanes – There are two main types of Express Lanes on the interstate system. They can either be HOT lanes or lanes that have limited exits. This wiki section will just deal with the HOT type of Express Lanes and the segments should follow the guidance for HOT below.

Clean Air Vehicle

Clean Air Vehicles – future feature These vehicles meet the requirements for low emissions for the state that the person is operating the vehicle. The vehicles are normally either a hybrid or electric or natural gas vehicle. Note some states require special permits or license plates to qualify.

Toll attribute

The toll attribute has moved from under the road segment name to the first page of a Time Based Restriction. It is in the bottom left corner. Mark a road segment as a toll segment only if the segment has a toll booth, transponder reader, or other tolling device. See Toll road for additional information.

Nearby HOV attribute

  • The Nearby HOV attribute is a check box that is used for designating roads that close to the HOV lane so that Waze’s algorithm can differentiate between the varying speeds
  • Location The Nearby HOV attribute is under the road type selection when a segment is selected
  • DO NOT SELECT this attribute on the actual HOV road segments. Even for road segments that have regular and HOV lanes on the same segment. (i.e. the segment has an HOV lane that is separated by dashed line.)
  • Ensure the Nearby HOV attribute is selected on all parallel road segments going the same direction as the HOV traffic that are within (XXX feet) of an HOV segment.
Note for reversible HOV lanes there may be road segments on both sides of the HOV lane that require the Nearby HOV attribute to be checked.

How to map HOV lane segments

There are four types of HOV lanes

  1. Whole road is HOV and there is no parallel path for non-HOV drivers
  2. HOV lane that is part of the road and can be accessed or exited at any time (dashed line separation)
  3. HOV lane that is part of the road but can only be accessed or exited at certain places (double solid line or flexible barriers)
  4. HOV lane that is physically separated from the rest of the road by a wall, cement barrier, or land (separate parallel segment)

Whole road HOV

All travel is HOV only on the road. Non-HOV travel is not available adjacent parallel path (lane or segment). Waze will only route on this road if the person acknowledges that they meet the HOV requirement (and transducer if required) for this trip. Example is I-66 inside the beltway in Northern Virginia; morning rush hour traffic is HOV-2+ only for eastbound traffic.

  1. Select the applicable road segment(s)
  2. Click the "Add restrictions" button
  3. First restriction popup screen appears
  4. Select the appropriate direction (A>B, B>A, or TWO WAY) on the popup screen
  5. Second restriction popup screen appears
    1. Select 'Entire Segment' and 'HOV' for the "Applies to" section
    2. Select appropriate days of the week for the "Days" section
    3. Select 'all day' or enter the appropriate hours for the "Hours" section
    4. Select 'Every week' (nominally) for the "Applies" section
    5. Ensure 'allowed' is selected in the "Driving is _____ for" section header
    6. Click the green '+' sign to add a requirement
    7. Drop down for 'Vehicle type', 'Minimum passengers', and 'Requires a pass' appears
    8. Select 'Minimum passengers'
    9. Green restriction bar for 'Any vehicle with Min. 2 passengers' appears
    10. If HOV requirement is for 2 or more passengers then go to step 14
    11. If HOV is for >3 or more passengers in vehicle, then Click the 'Min. 2 passengers'
    12. Drop down for 'Min. 3 passengers' and 'Min. 4 passengers' appears
    13. Select appropriate number of passengers
    14. If a transponder is required for the HOV lane, then click the green '+' sign to add requirement
    15. Drop down for 'Vehicle type' and 'Requires a pass' appears
    16. Select 'Requires a pass'
    17. Green restriction for Sunpass appears
    18. If required transponder is Sunpass, then go to step yy
    19. If required transponder is not Sunpass, then click 'Sunpass'
    20. Drop down menu appears with available transponders
    21. Select appropriate transponder
    22. Click 'Add' button in bottom right corner
    23. Click save icon on the light blue waze bar

Dashed line separation

  • HOV lanes that can be accessed or exited the entire time since drivers can cross the dashed line
separations at any time. Usually the lane with be noted with the white triangle painted on the road way and have regulatory signs on the  shoulder.

Be sure to have each ramp labeled so that people know when to get into the regular lanes and the HOV lanes. This configuration does cause problems with excess commands for people already on the HOV lane and staying on the HOV lane. Insert picture of an example
    • Possible guidance;
      1. Have separate parallel segments for the HOV and regular lanes the entire length of the HOV lanes
      2. Add ramps to make a V entrance/exit to HOV lanes
      • a) Add a ramp with to HOV coming from the regular lanes to the start of the transition area (Prompts user to enter the HOV lane)
      • b) Add a ramp with to return to regular [Road name/Route number] (Prompts user to exit HOV lane either for upcoming exit or if traffic is faster in regular lanes)
      1. Add another V entrance/exit ramps at the end of the transition zone if the zone is over 0.5 miles/xxxx meters long
      2. For very long transition zone, V entrance/exit ramps can be added every 0.5 miles/xxxx meters

Separated HOV lane

  • Separated HOV lanes are either lanes that are:
    1. Completely separated by a physical distance from the normal lanes (ex. land, curbs, shoulders)
    2. Separated by a concrete barrier from the normal lanes
    3. Separated by solid or double solid lines from the normal lanes
    4. Separated by flexible barriers from the normal lanes

  • Mapping separated lane - The separate lane should be mapped as a normal parallel segment that is distinct from the normal road.

Dashed line separation

  • Dashed line separations are transition areas where vehicles can merge from HOV lanes to regular lanes or from the regular lanes to the HOV lanes.

Entering HOV restrictions

Separate segment HOV only

To mark a segment for HOV use including the required number of passengers:

  1. Select Add restrictions (Time Based Segment Restrictions) on the left panel when the segment is selected
  2. Check the toll road attribute in the bottom left corner of the popup box
  3. Select Entire segment in the Applies to section
  4. Select HOV in the Applies to section
  5. Select appropriate Days, Hours, and Every week [Note every week can be a date range but probably not used for HOV]
  6. Driving is _____ for
    1. Select toll free if free for HOV vehicles
    2. Select allowed for if there is a charge even for HOV vehicles
    3. Select prohibited if there are times when the road is closed to all traffic, ex. reversible lane
  7. Select Num passengers by clicking the + on the green add restriction banner and a drop down menu will appear
    1. At least 2 passengers is added
    2. Select number of passengers required by clicking the At least 2 passengers and a drop down menu will appear with selections for At least 3 (4) passengers
  8. HOV lane only part of the day/Open to all rest/part of day/Reversible lane
    1. Make sure one period is added for the segment then add additional restrictions till all appropriate times are added for one direction
    2. Add the appropriate time and restrictions for the opposite direction on reversible segments
Note be sure to add the Driving is Prohibited period(s) if a reversible lane does not allow traffic to prevent misrouting.

Separate segment HOT/Express Lanes (HOV or toll allowed)

Normally the HOV vehicle is allowed to use the lane for free while other vehicles have to pay a toll. The toll rate can be variable with surge pricing to control the number of vehicles that are not HOV on the road. Therefore this is setting up or statements. A vehicle can use the road for free if meeting the HOV requirements or the vehicle has to pay a toll.

For each segment that is HOT/Express Lane

  • Set up the HOV restrictions following the instructions for HOV above [Note do we want to link to above or repeat steps a drop down?]
Note The toll attribute check box for the toll attribute moved to the first pop up for TBSRs from under the segment's road type.
  1. Select Add restrictions (Time Based Segment Restrictions) on the left panel when the segment is selected
  2. Check the toll road attribute in the bottom left corner of the popup box
  3. Set up the applicable segment for toll road by selecting the applicable toll transponder(s)
  4. Select Add restrictions (Time Based Segment Restrictions) on the left panel when the segment is selected
    1. Select Entire segment in the Applies to section if all lanes are the same for cash, transponder, or combination
    2. Select Left lane / Center lane / Right lane in the Applies to section if some lanes are transponder only
    3. Select Left lane / Center lane / Right lane in the Applies to section if all lanes are combination cash and transponder
  5. Select None in the Applies to section
    #Select allowed on the Driving is ____ for section
  6. Select subscription by clicking the +' on the green add restriction banner and a drop down menu will appear
  7. Select applicable transponder company by clicking the Sunpass and a drop down menu will appear with all available companies



Combined segment HOV and regular traffic in different lanes

To mark a segment for HOV use including the required number of passengers:

    2. Select allowed for if there is a charge even for HOV vehicles
