Creating your own city overlays: You must have WME Geometries installed along with Qgis a free geographical information system. Follow t0cableguy's guide that he has put together. Cross reference your maps for accuracy with U.S. Census Bureau maps by selecting Place on the bottom right. In the drop down menu select Montana and the appropriate city or town. Also use MDOT's City and Urban maps.
