Does 3+ lanes mean three or more lanes in the same direction? If a highway has mostly exits and interchanges and has two lanes eastbound and two lanes westbound, is it a major highway?

Does it have to be a stop light? What about other traffic control devices, such as stop signs on adjoining streets, in areas where there are not many traffic signals?
