Thank you for your report. I understand your problem and I wish there was something I could do about it. Waze is unable to know whether or not a person it’s routing is a resident of an area or not. We have to do certain things we can do as volunteer map editors to prioritize entrances, but it ends up working like "almost never use this entrance" and we then run into the issue of "Who will we be routing more?"
I will be bringing this issue up again with our local editors, however, you as a user can probably do more to help and we can. Use the Waze suggestion box at waze.uservoice.com and request better routing for gated communities. The Volunteer map editors and the actual Waze staff are completely separate entities, and it’s the voice of the users that are heard much louder than the voice of the editors.

{Highway Cut-throughs}
Waze does include highway cut throughs because they are posted for "Authorized vehicles only." This means Police, Fire and EMS, as well as roadwork repair crews. They are not open to the public, and therefore not mapped.
{Military bases}
Waze is limited on what they can and can not map with regards to military bases by what is released to the public. Naturally this is somewhat limited for OPSEC purposes.
{APP ISSUE} Report->Map Issue goes to volunteer map editors. We can only adjust the map. There is nothing we can do to fix problems with the app. Please report this problem via https://www.waze.com/support/
