We want Waze to guide us to the correct location. Each location needs to have a unique address. In India, there are 6 or 7 address fields to reach that. We only have 4 fields in WME to define this unique address. Two of them are fixed (Country and State). The other two (Street and City) will be used to define unique addresses.
